I just talked to a Chase csr with this question last week. She said I am certainly eligible to change my Freedom to a Sapphire once my account hits a year. My current cl is $3k. She said nothing about that being an issue (and I failed to specifically ask) but she did say that there were no pulls involved in the process of pc. If cl became an issue however, I would assume they would hp.
