POS outtages

I think I reading somewhere that Visa the merchant agreements state a pos outage is not valid reason to not accept cards as there is still methods of recording "offline transactions" Does any know anything about this ? I would like to know so know if I have a right to cause some merchants some grief
People say "Only apply for credit you NEED"

I say "apply for credit you have PRATICAL use of"

I don't have AMEX card because I don't want a card that suffers from PMS
