I believe that Cap 1 and Discover have pre-approval. Not sure about any others.

Technically, they aren't true "pre-approval" as there really is no such thing that I'm aware of. It's mroe like a "pre-qualified" soft pull - a true "pre-approval" would require a hard pull which would then be "approved".
The Cap One site soft pulls you but I can tell you from personal experience that I've used it a number of times and was never "pre-qualified" for anything on it despite having had several of their cards. Having said that, I've been approved for every card of theirs I've applied for. So, I'm not sure based on just personal experience with it, how much stock you can take in what it tells you. YMMV as the saying goes.
AMEX also has a website where you can see offers that you might be prequalified for. But as Lillo stated above, none of these websites are guarantees; when you apply your credit report is pulled and your application is based on how your CR looks then.
I agree! I also never have anything I'm preselected for, but I still got my Amex BCP. It's weird. You would be better served reading the posts of others on this site and seeing what credit profile netted them the card of your interest. Regardless, there is no guarantee.
