I was told that it is 12% APR to use the PSL, if you PIF within 30 days is there any interest or is it from the time you pull the money?

You're correct, it's 12.9% for the PSL and 9.9% for the CC.
Interest starts as soon as you take the advance. I found out about the reporting issue a month after I got the PSL, took the advance and paid it back right away. I'd hate to have a new open date a couple years down the road if I ever had to use it.
I haven't heard of anybody's account being shut down for inactivity, I'm just letting you know of the reporting anomaly if the account ever does get used.
