its called a balance transfer, and usually involves a fee (usually 3-5 perecent) plus they automaticly start incuring interest at your current rate or possibly higher or sometimes lower depending on the card, also balance transfers usually don't earn any points.

no, that would cut into the other cards balance transfer bonuses... i have never seen an option to use a card to pay a credit card bill... you could use a paper check that comes with some cards to do it.. but they all have features included to make it worth while to the card company.

Sorry I am pretty sure that there are laws against credit card providers allowing payment via another credit card, other than balance transfers which are completely different and wheres there is usually a fee involved.
