This isn't really accurate. There are lots of bills that you can pay directly with credit cards. Some companies may use a third party to process credit card payments and you have to look at the service fee to see if it cancels out any cash back earned by using the card. I have never heard of any credit card company considering this to be artifically bolstering rewards.
Right, especially as the service is probably less than 3%, not much of a boost anyway. Now if you are buying gift cards/VR to load cards so you can pay by check, then maybe, but that's not especially likely with the Freedom either.
