the CC it's self isn't blocking the payment but PayPal....

You mentioned earlier in the thread that you've never used PayPal. That's why it's being blocked. A transaction this large out of the gate is going to get a block on a new account, or an account that has seen little or no use.

I could but not worth maxing out a card for this. I could use my US bank but really didn't want to. Penfed would put it around 50% UTI. But has the lowest APR. was just trying to keep the UTI low on the card I used low.

My guess is because you are new to paypal and it is a new card.  Have you verified yourself with paypal?  Usually that makes things somewhat better.

Yea I'm verified with PayPal. Cc, bank, phone number.
Guess it to the bank. Kinda puts a damper on funds. No casino this week. Lol

So after a little bit of figuring it out I had to pay as a guest and just click link ( pay now ) through my email use a email not registered with PayPal. The results on the CC as a guest are as follows Usbank=negative, stash=negitive, penfed promise= allowed payment
So I really didn't even need a PayPal account.

That makes...no sense, but it worked so....  Glad you were abel to pay with a CC!  I know paypal can be super crazy at times.

yea made absolutly no sense to me either. If trying to use anything with paypal it would kick it back. I did end up calling again and it was because the newer account and such a large transaction so it was just a no go using paypal logged in to my account . So basically i had to use it like I was just checking out as a guest and put in a CC number. the things i couldn't fo as a guest--use an email associated with a paypal account or use a CC asociated with an account.. The funny thing is I did get solicited to sign up for the CC a few times and the "take time to pay" offer? even if i was thinking about it I was so fustrated based on that I would have said no. 

lesson learned. I'm not a paypal person LMAO
