I know this thread is from a few months back but I wanted to chime in since doing this almost got my 2 paypal accounts shut down.
I sent a payment to myself between my 2 paypal accounts using the smart connect. About 10 days later. I logged into paypal to make a payment an dmy account was retricted, meaning I couldnt do anything.
I called customer service and the CSR told me atht the account was restricted becuiae I sent money to myslef and that it is against paypals policy to do that. She remove dthe restriction and warned me that if I did that gain they woudl shut down both my paypal accounts.
Just wanted to give a heads up to anyone that might try and do this. Dont do it, they will close yoru accounts.

PayPal goes out of their way, very successfully, to make sure you can't have more than one PayPal account. You have to verify yourself umpteen number of times that always leads back to your same home address, same bank account, same credit card, same phone number, etc. And even if you did fool them, and you want to get money out of their account, this is where they get you. You have to receive the money somehow which gives you away as the same person on each account.
I don't even know why anybody would want two PayPal accounts. Having them steal from you and screw you twice is just too much.

PayPal goes out of their way, very successfully, to make sure you can't have more than one PayPal account.
You are allowed two accounts. One personal, one business/premier. That was in the terms when I signed up and I'm sure it still is.

Credit card companies are like Las Vegas casinos - they make billion$ because they don't like to give money away. Sooner or later they find the loopholes and shut them down =/

Save yourself some grief by having a trusted friend or relative open a PayPal account or find out if they have an existing account. If you need the money, just send it to them and have them give you the cash. Booyah.
