PenFed - 12 month wait for new credit?

So, I've seen others approved for multiple credit cards and/or lines of credit with PenFed.

Does anyone know what their 12 month wait refers to? I received this message when I last applied in November:

"PENFED POLICY PROHIBITS UNSECURED CREDIT LINE INCREASES OR NEWLINES OF CREDIT WITHIN

12 MONTHS OF LAST APPROVAL."

I received this message after applying for their line of credit. I had just been approved for the Promise card back in July.

But, I'm confused, I see many others clearly stating that they've been approved for a second PenFed card or line of credit (within a day of applying for another PenFed card).
