Definitely HP.
Definitely a HP unless you get a quarterly preapproval. That's the only time it would be a SP. Also don't bother unless the account is at least a year. They will not increase until the card has been open 12 months.
I opened my Penfed Amex in Feb of 2014, used heavy, PIF, askef for increase in May 2014, got HP, and went from 5k to 20k
Not sure if the one year requirement is for everyone
I opened my Penfed Amex in Feb 2014 with a 5k limit. I used heavy and PIF. I asked for a CLI in May 2014 and was approved with a HP for 20k
