Penfed Pushing Amex Card

Everytime I log in I see this rather large APPLY button. LOL. Anyone else getting this? It's not a preapproval and I am not in the market. What's the big deal with this card?

I only see the new "Promise" card when I log in.

I just checked my e-mail archives, and since going to the Penfed website for the 1st time in December, I have gotten a Penfed e-mail every single week (several were ads for the Amex).
