Pre_Approvals & Fraud Alerts

Does anyone know if us with fraud alerts on or reports and or have disputed information  can call a creditor and get preapproved over the phone ? Since the autamated services wont work for us.

I'm not that familiar with Fraud Alerts, but I have my reports Frozen and that keeps computers or Reps from doing soft pulls, without the soft pull the system will not generate a pre-approval.
