I have notice since rebuilding my credit in March 2013, for the past couple of weeks/days I have been getting several pre-approvals from various companies, this has not happen in years. Am I now on some creditor’s radar? I have received offers from Credit One, Sprint, T-mobile, and also some catalog store cards. I have thrown them in the mail because I know better. When my scores are in the range of 700s and up, will I also get great offers from these creditors in the mail? Also will I be able to see these soft pulls in my Credit Report from these companies?

Sounds like you are starting to be in the radar... isn't it great!?
You might see the sp's if you pull frull reports from the credit report directly (Fico reports won't show it I don't believe) not really worth paying for a full report if you can't get it free just to see who is softing you though (in my opnion)
I have paid service for Equifax and Transunion, and just last week I paid for Experian full report, waiting for it in the mail. I will see
