Prime Cards

What makes a card "prime"?

 

I always had thought that prime was a high limit, good APR, and no annual fee (unless an AMEX).  Then I saw a thread with people posting about their chase cards having near 30% APRs.  I don't have anything close to this, short of my Target retail card, which sits at 22.9%.

this is just my opinion but if i carry a rewards card that carries a high apr i will always make sure i PIF every month. with a good rewards card say chase freedom i would expect a high apr if there is no annual fee. the bank has to try and make money some how
