Is there a minimum income that is required and do they verify it via pay stubs? I plan on trying to app for a freedom in a year, but I only make about 10-15k annually.

Chase doesn't verify income. I think they only get concerned when you rack up a big balance and keep it for a long time spanning on years. If you have no current debt (less than 20% UTL) and one year of credit history with a reputable lender, I say go for it.
