Question about Amex FR

My dad has a Buisness Amex Gold which he was thinking about closing down and applying for a different card with a lower AF. He just got hit with the FR. If he doesn't do anything, they will most likely just close the account anyway right? And if so, would he be able to apply for a different amex card? And also can he apply while a FR is going on?

 

He wants this card instead:

Either way you have to deal with that FR. If you ignore it and open another card FR flag is still there.

I'm pretty sure he is currently faxing required documents, but I was wondering if it's a good idea to wait for the FR to be finished before applying for a new card or does it not matter?

On the safe side, wait. FR is pretty quick usually.
