Then I would guess she's fine.  However, sending a SM would be the best choice.

As I suspected. They will not allow her another Freedom as she is Joint Holder

bonus offer.

Currently the offer online for new Freedom applications is
for 20,000 bonus points, equivalent to $200, when you 
spend $500 in the first 3 months from account opening and 
2,500 points, equivalent to $25, after you add your first 
authorized user and make a purchase in the first 3 months 
from account opening.

subject to change anytime. If your account is booked 
under this offer, then you will be eligible for the bonus 
subject to the approval of your application.

Additionally, if you are listed as a joint cardholder on

Yup.  

No point as they would not give Freedom to her.
