We have a regular Amex Gold card and a blue cash preferred. We're wanting to upgrade to plat, but can't for a few months due to the CARD act. The woman I spoke with said I could apply for the Plat if I wanted, it would be a separate account. Any thoughts on this? Is there any reason to have two Amex charge cards ?
Well, AMEX backdates your new account. So if you open a Plat it'll be treated as an existing account, not brand new account on credit report.
I would apply for the Platinum rather than upgrading because I would want the bonus MR points. You won't get any bonus if you upgrade. And as mentioned, the card gets backdated, so even though you'll get a new numbrer, you won't be seeing a new account like most cards. The only difference is the inquiry. Unless I really couldn't afford the inquiry, I'd want to get that bonus.
I thought the bonus offers were for new Amex customers?

Check the offers. I think some of them say new cardholders and some say new Platinum cardholders.
Best offer generally available offer I am aware of right now is 25K MR points. Depending on how much you value the benefits of the card, you may want to hold out and see if they bring back the 50K bonus offer.
AMEX is offering promotions for upgrades to the Platinum, I upgraded last week and called a few days later to give the Rep ID 3892, for 25,000 MR points after first purchase. At Flyer Talk some members have stated that they were able to take advantage of other offers with just the upgrade. I tried to combine a second offer but I got a message from AMEX stating that the second offer was for new apps only. I'll try again but for now I did get the 25,000 points. Hope that helps.
