How do companies target people to send offers to? Are their names or social security numbers somehow generated and then a soft pull is done to see if a person qualifies beforea something is sent to them?
Pretty much. You'll notice any time you apply for a credit card and get approved, in the packet you get with your card it says "How (Lender) uses your information." They all just sell your information to eachother basically. haha.

They can be done a whole bunch of different ways. Buying mailing lists from variety of sources. Buy mailing list from Bloomingdales. Buy list of owners of Samsung TV etc.
If they are going to use credit bureau info, it would go something like this. Give me everyone in XXXXX zip code with XYZ Fico score or above. Then list is sent to 3rd party mailer who then mails on behalf of credit card issuer. The card issuer then does not know who it was sent to. The 3rd party mailer affiliated with the credit bureau doesn't know what standards are generating the list. Supposedly this protects your privacy.
