Recent CLI on 2 Cards. Should I apply for another?

I was surprised by two recent CLI [$2000/$300] I didn't apply for. I've been turned down twice now on my Quicksilver card in the last 4 months. Should I apply again when the fire is hot [actually apply in 2 months since Capital One doesn't use your most recent information].
