Recon for Bill Me Later/Paypal Credit

Has anyone ever tried a recon for Paypal credit. I have applied a coupleof times and been denied. I do have a paypal smart connect card. But a can't get a paypal credit account for nothing?

When it comes to Comenity, they aren't really big on recon at all.

I wonder if its the same as why I can't apply for the PayPal Extras Mastercard. I have PayPal Credit and because of that I can't get the MC. It gives me an error message saying that they only allow one at a time....
