Reported Utilization and CLIs

Is it just the few anecdotes I've seen here, or are Barclaycard and Chase significantly more generous with auto CLIs when a person lets a 20%+ balance report on that card (as opposed to paying in part or in full before the statement cuts)?

 

Is an auto CLI for someone who routinely pays off most or all purchases before a statement cuts a rare event with those banks?

I notice that its coupled with balance transfer offers. They love wrestling 65 bux in fees out of someone on BT who has always pif before. I'll agree to it for big cli gains myself.

Chase in the old days did. Barclays and in my case discover also, gave me autos after balance transfers. Put me 50 percent to under 20
