It seems obvious that it would be "easier" to get a CLI on a less-desirable/easier to get card, but is that always true? For instance, if someone wanted to do a PC from Freedom to Sapphire, would they be better off requesting a CLI on Freedom before going through with the PC? Do CCCs typically offer you a higher CL when you PC?
I don't think it will make any differnce, you are still going to be in the same credit class, you just have a different rewards structure. I PC'd to Freedom and I still have the same crappy terms as my old card, just better rewards. Be forwarned, a CLI with Chase will cost you a hard.
Unless, of course, you get an auto CLI
