I got declined, but I was able to successfully recon for a card with no AF and NPSL. I have about 1 year of credit history.
I got my card with chip via overnight delivery.
Back to the topic. It is a good theory that they would pull TU from a CK referral, but I still think they will pull at random. I would test it for you, but I have too many INQs all around.
