I'd suggest letting the NFCU report a balance of around $25-50, and the others at $0.
Payment history and utilization are each around 1/3 of your score.
Optimizing utilization will help you, but if there are issues with payment history, they will still be a drag.

Edit: *misread*
When I only had my discover card and it's utilization was maxed out (99%) for a couple of months and I finally had the money to pay it all off, once it reported, my scores shot up 40 points. I left a small balance to post ~2% utliz. Just a bullet point from my experience.
utilization is huge part of score so you need to be below 10%. There are people around here with scores as good as mine with tax liens and bankruptcys but their utilization is low and mine is high.
