Each CU makes their own rules, so you would need to check with the CU you're interested in and ask their loan officer if they would do a hard pull to get a secured CC.
Regarding your question about the AAoA, I'll let more experienced posters answer.

Any new account will lower your AAoA. If you want to build a credit relationship with your CU, a secured card is good way to do it, and I would not worry about the inquiry.
