In my own experience, it worked for me with Chase. When I originally got my Chase Freedom, they pulled EX for me in New York. A few months later, I requested a CLI, they tried to pull EX again, but couldn't since it was frozen, so they pulled TU on a manual review when I requested them to during my phone call with a Chase credit analyst in their underwriting department.

Existing creditors can SP from all three, even if frozen. Existing creditors cannot HP for either a new acct or CLI via EX/EQ however they can HP via TU for CLI. TU is the only exception, they can HP when you initiate a CLI even if frozen.
