Shopping Cart Trick is Tricky??

I tried the shopping card trick and it doesn't work for me.  I place my sister's name in with her address and the pre-approval message came up.

 

Here is my question.  What are they basing the pre-ap on... the address? The person's name?

They use a SP.  You must make sure that the info you type in matches (100%) what's on youre reports.  Also, it doesn't always work on the first or second attempt.  No one seems to know what the exact criteria is.  VS worked for me the very first time.  Others Comenity stores took multiple attempts.
