Should I cash out my cash back?

Discover has some great bonuses on gift cards as rewards.  At least a +$5 bonus.  On the low end there are tons of $25 gift card for $20 cash back credits.  A few as high as +100% bonuses ($200 gift card for $100 credits).  So if I were you I'd start pulling out Discover cash as gift cards for stores that you need.

I would use it for bills and etc also. But I do think it is more based on your personal preference. You know your situation better than anyone.
