Should I have a $0 balance when requesting CLI?

I've been planning on asking for a 3x cli on amex this month. I pif  but then had some charges post after that, so my balance is now just under $100. Should I pay this down to $0 before requesting the CLI or does it matter?

It was 28% total UTI. Is that too high?

It's not ideal but it really depends on the rest of your profile. Ie score, inq's, new accts, baddies and pyt history with Amex.
