Keep in mind, the key word is elegibility.  If the account is not elegible for PC/Upgrade, then you may need to wait longer.  For Chase, you can try submitting SM or contacting their standard C/S #.  For Citi, you can request for an account manager once you reach a CSR.  For BOA, you can simply contact a standard CSR and they can review the account.

Does Citi have a card product of interest you could p/c to and get a visa signature or a world mastercard (assuming you even desire one)? I p/c'd a Citi Thank You Mastercard to a Citi Dividend World Elite Mastercard and glad I did.
