I explained that I had been rejected when I cold-apped in 2009 due to having a CH7 BK on my CR.
I also told her that the csr I spoke to in 2009 informed me that a BK is an instant denial.
Today the csr put me on hold so that she could speak to someone higher up.
When she came back, she said the "higher up" person said that thier policies have changed since 2009; that a BK is no longer an instant denial.
I'm still not going to apply. It's not worth rolling the dice and taking a hit to my score, only to be denied.

Try their website, see if the preapproval is there as well. It's a soft and won't hurt your score.
Yeah, I already did that.
it came back with:
"Congratulations Pazuzu! You are pre-approved for these offers"
But as everyone knows, it doesn't really mean anything to be "pre-appoved."
At the bottom of the page it says:
YOU CAN CHOOSE NOT TO RECEIVE "PRE-SCREENED" OFFERS OF CREDIT BY CALLING TOLL-FREE (888) 567-8688.
so what do you have to lose. apply.
I found this anecdote online:
"I am so angry right now.
I received a pre-approved offer for a Discover last week.
I accepted the invitation and was told today that I was denied.
I asked to speak to someone regarding the decision and he tells me that a batch of bad info may have come over to them.
I've had decent credit since BK7. Scores are about 680.
He stated that due to the Bankruptcy, I wasn't eligible for the card.
I stated that the bankruptcy has been on my report for 4 years, so why send me a pre-approval in the first place.
He stated that its not their fault it is the CRAs fault.
He stated that I applied so the inquiry was legitimate.
I responded that I would have never accepted the invitation if it wasn't pre-approved or I knew that a bankruptcy would automatically disqualify me anyhow.
He tells me I should call the CRA and opt-out of prescreened offers.
Ridiculous."
If you are interested in the Discover card, I would just go. Yes, the site has a disclaimer, but they always do. It's a soft pull, so really not much to lose...
If you want a Discover card, I would apply. If you do not want a Discover card or don't think you can use or reap any benefits by carrying one, then don't waste the app.
IMO, they are a good prime company to do business with.
It's a good prime card. Go for it.

It's only a soft pull when you fill out the pre-qualifier form, and it comes back with an offer for you.
It is absolutely a HARD pull if you click on "APPLY NOW."
I can tell you from my own personal experience with Discover that a BK is not an instant denial...My BK is just over 7yrs old and I too got a "Pre-Approval" letter in the mail a couple months ago and decided to pull the trigger on it and got approved with a 2K CL...even had a paid collection on my report too from 4yrs ago.
