It doesn't really matter if you wait for an e-mail offer or not. They don't change very often on the bonus miles you get from applying. Check some of the CBDB for who they pull and what scores they're using and when you're ready just apply.

If i were you i won't do it (apply by Nov 2017), the best time to apply for Chase SW is the first 3 months of the year and here is why, to get the CP you need to do 110K in a year, if you apply Nov 17 you need to do 10k before your Dec statement, and if you do, you will have the CP just for 2018 but, if you apply for those cards in Jan/Feb/Mar 2018 you will have your CP for 2018 and 2019.
