If your interested in going the Discover Secured Route.. id highly have your SO sign up for discovers free credit scorecard.... It will put him on their radar and may (YMMV) save a pull... And actually if he signs up for CS, he will get a free fico score once a month on the same day he signs up for it... problem is discovers preapproval is not that good.. but the banner ad for their secured card in CS is a bit more accurate...
I think you may be approved for Cap One cold... Either Secured flavor or AF flavor.. but. id definitely try to work to not need the Credit One card.... even with his scores where they are... you can likely not have to pay the fees which youd actually save money on with a secured card..
