I don't think Synchrony per se blacklists since they are card "backers" meaning that credit terms and lending standards vary based on the co-partner they are backing. Lowes tends to give out $25k ++ credit limits, many of their store cards max out around maybe $5k or convert to a MC/V version. While Lowes and Walmart are both Synchrony, their standards are very different as far as limits, etc. From what I've seen walmart is one of the easier cards to acquire especially the store card.
