Maybe they just don't like giving 5% off to the masses on big ticket items like tvs and ipads. 
I understand the reason for it, but you kind of have to jump through the same hoops even with their debit card. Have to work your way up by making small $100 purchases before you're trusted enough to put things like ipads and tvs on the debit card.
