You might want to re-read that article.  The second paragraph states:

 

Target and MasterCard today announced a new chip-card initiative to further enhance payment security for shoppers by:

  • Reissuing all existing co-brand cards as MasterCard co-branded cards [emphasis added] with chip-and-PIN solutions in 2015; and
  • Enabling the REDcard portfolio, including all Target-branded credit and debit cards, with MasterCard’s chip-and-PIN solutions beginning in early 2015.

 


So if i am reading this correctly, all store cards will have the chip and pin but not be MC? Does MC do chips and not Visa? Because if MC is only doing chips and not Visa i could see how the following sentence makes sense when read slow enough.

Correct.   Chip-and-pin technology will be added to the debit, the store card, and the co-branded cards.   Chip-and-pin isn't necessarily something exclusive to MC; they simply have a solution as part of their portfolio.  This is different from their payment network solution, however.  In other words, not every CC using MC's chip-and-pin solutions would be able to use the entire Mastercard payment network, as these are two different products.
