As per their instructions, I indeed called them and provided the annual income they were requesting to initiate the "review." The rep. who took my call was well aware of this process so it was a painless, easy 3 minute call. She did say that it could take up to 30 days for the review. She seemed to suggest that I would receive some type of written communication regarding my request.
So... this is just a head's up to those of you who would like higher CL's -- there is a way and a process by which Target and TD initiate things. Hope this helps!
Guys I waited 18 years for a CLI, last month I received a CLI... I had the same CL since 1997.

I wrote a letter several months ago to the the CEO and they replied back to me with a very generic letter, but I kept the account open because I do not give up so easy. At the end I won with a CLI

After seeing posts of successful CLIs, I called Target as well. Actually, I have called 2x. Once in January when my scores shot up to 710+, and then again this month. I received the same answer as OP. I think this is their generic answer. I am wondering if they are more generous with CLIs for cardholders who opened the card after TD Bank acquired their card services? I have had my card since 2008, and have yet to see a single soft pull on any CB over the last year, and as far as my use of the card, I use it a little here and there, and every so often, I come close to my silly $200 limit, such as when I bouth a FitBit Charge HR and almost maxed it for a $149 purchase (Whoa, slow down!). I always pay in full. The last time I called to speak to someone, she gave the same generic answer, so I tried to dig a little deeper

She also admitted that many cardholders have expressed their dissatisfaction with the the lack of a better CLI process. Lastly, she suggested that I supplement my large purchases by using the prepaid card to get the 5% (that's what she does). No thanks.

Well, that really is the answer for things you don't really need cc protection on. With Redbird a(nd the debit card), the target cc (especially with its low limits) is really rather pointless. I wouldn't expend energy on getting CLIs, (even a x5 CLI wouldn't really make much of a difference to score for most), so either close if the low limit bothers you, or SD and forget.

However, the Redbird thing is seemingly coming to an end soon, as far as CC loads....there were posts on another credit forum that people are being shut down. Now, that may be for people doing it excessively, but it sounds like Target is going to disallow CC loads in the future with Redbird so that may not be a long term solution.
I just use the debit redcard; then I don't have to care about CLIs. Works fine and you get the same 5% as the credit version.
I must admit I never understand the people worrying about the Target CC or using Sallie and hoping they get 5% by coding correctly. Why would you not just get the debit? Guaranteed 5%, no worries about coding, no pull, no CLI....not many stores make it so simple to get 5%, yet people agnoize about Sallie coding correctly for Target or in this case, getting a CLI on their measly Target CC limit. I dunno, to me it's just like, why not just use the debit? You get the same exact benefit. Make life easier for yourself!

This is what worked for me. I got the same info from the rep on the phone, but I did update my income and sure enough, when my next statement ran, I got a $500 CLI.
I have had my card since september 2013 and received an increase from 300--->500--->800. Since its still a store card The line is adequate for what I buy from there. In fact its probably the only store card I feel loyal too since I get the most use out of it. My daughter and I are target junkies lol.
