You can try a cli request, but my experience with GE has been that it takes at least 3-4 months before a cli is approved. However, you can request one because GE does a SP with a cli, so you have nothing to lose by requesting one now.

For the cli? I would think it would be a slim chance, but it would be a soft pull so it won't effect your credit score. I have done many before my 3-4 months and have been denied. When my 3 or 4 month timeframe came around, GE gave me an auto cli.
I wonder since it looks like a pretty good bet that The Oregon Ducks are gonna take this New Years 2015 Rose Bowl game if they might feel generous enough with the winning spirit to do a CLI on customers (Quack) Duck Card.
