Well when you think about it that way, you are correct. They do put a notice though on your statement showing how much interest you accrue and how much you would have to pay if you don't pay off your balance by the promotional date. I guess your right about CLs people don't know about the every 4th statement thing!
I love my Amex card but I don' see how Discover is #2 !! I've called both and Discover is ALL US base reps super easy to talk.

Yep every single time you call Discover (contrary to what Dave Ramsy says lol) you get US based reps. AMEX (not that I don't love my cards) you just never know if you will get US based or overseas. Of course here latetly is seems mostly over seas.
Discover is #1 for me then Amex. I'm not as high on Chase as others. It doesn't feel good to call a couple of times in a row only to be placed on hold then hung up on. Same goes for Citi. For me Capital One has treated me with more respect than those two.
Just have to have the right numbers for customer service...numbers on the back of higher end cards

Is this true for all of their cards? I'm new to Amex (one my second month), but I've only had US reps everytime I have called and they are really nice. Didn't know they had non-US reps at Amex, but I guess that is par for the course lately.
This list is BS IMHO I say Discover is #1 super nice and you can understand and don't have to repeat yourself !!!
Few days ago I called Cap1 to PC my old card to CashReward and was transferred to US base rep in Virginia WOW !! Didn't know they had US reps for Cap1. I guess more sensitive Sh!t goes to US reps LOL.

Amex uses over seas reps it just depends on what time of the day you call and the product you have. The Zync card usually always gets over seas reps but the Blue Cash Everyday I've always gotten American reps. Not every card uses overseas reps. Discover uses none at all. Their CS is amazing, but they are usually slow with growing your account and the cash back has lousey limits just my opinion here of course.
