I app'd awhile ago for Home Depot and was approved for 1K. 2 weeks later I get a Preapproval letter in the mail asking me to apply. It's like WHAT??

I don't know why you find this surprising! Just standard "things take time". For Preapproval, marketing pays the CRAs for a list of people that meet some set of criteria, the CRAs generate the list and the Marketing Department starts sending out letters. Since all the right language is in there (preapproval doesn't guarantee acceptance) it's not worth doing one final check before sending out the mail. So recent apps will not be detected, nor will big drops in creditworthiness until you apply.
I have had my home depot card since 05, I just recieved a pre-approval for their card as well LOL. They recently declined a sp credit increase request, think I may call them up about the pre-approval and ask them to just make good on the card I already have
