Two words, 'STAY AWAY'.  This is about as SP as you can get.  Did you read the terms and conditions? Most Tribute cards come with an annual fee (sometimes billed as a monthly maintenance fee).  There are better cards.

I think that is great for folks to read that are rebuilding their credit.  Those terms are horrible.  As much as I dislike BOA, I would pay them for a secured credit card instead.
