Tried to make a payment, was told No? Why?

The only thing limited is over the phone and online payments, it's a 3 day policy. Policy does not apply for mail in payments and in branch payments as well as bill pay payments.

I've experienced this with most if not all my cards. Sometimes you can't make but so many payments in a cycle
