I have a 648 score and want to apply for a new cc but don't want to risk an inquiry if it's going to be no. Any suggestions on a CC with this type of score? My current utilization is about 25% but i wanted to get more CL so that would go down. Any help would be great.

AMEX Gold Delta Sky Miles

Pulled EX only!

My scores two weeks ago were EX-647

The AMEX Hilton has similar approval criteria as the Delta. More AMEXs means more CL, and if you apply within a few days of each other you'll likely only incur a single EX pull.

I have heard that AMEX is not BK friendly.  But I need to tell you that I recently learned that BKs do not automatically disqualify you from obtaining an AMEX card.  A lot of it depends on whether or not you had an AMEX account included in your BK.
