Yeah, that's why I asked about PA residency, I do not know much about DCU.

They are primarily based in MA and NH. Not 100% sure, but I don't think that there is a state residency requirement to join.

No residency requirement for DCU. I am in CA and joined and opened a $10k credit card there last month
