Welcome to the forums. Firstly, I want to impress upon you that the Diamond Preferred card also offers 21 months of 0% on purchases and balance transfers; offers a lower ongoing APR but most importantly can be changed to a better card once your into period expires. The Simplicity card currently cannot be changed to something better once the intro period expires. So, in my opinion, you should go for the Diamond Preferred card over Simplicity.
Secondly, go here to see if you are pre qualified for any Citibank cards:
If that link doesn't work, simply go to Citicards.com and click on the pre qualification link. This would be a soft inquiry so it won't affect your credit report. Pre qualifying is a good gauge to see if the bank is interested in your profile. Keep in mind, getting a pre qualification does not guarantee approval and not getting a pre qualified offer does not necessarily mean you won't be approved.
I have no recent experience with Citibank as I was your age when I was approved for mine But they tend to be conservative. Even if you are approved you may get a low credit line. If this happens you can always ask for a CLI during activation of the card (will be another HP).
