Trying to re-establish credit with CC

I have a lower FICO around a 630 and I have no credit cards.  I can't seem to get approved for anything that seems fair.  Is a secured CC the only way I can go?  I have a USAA account but they denied me and BofA account but they refused to preapprove me.  I am just at a loss!

I have two cards ( Credit One and 1st Premier Bank, although I have yet to receieve it ), and they are both geared towards those with lower credit scores. If I had to suggest one of the two, I'd go with Credit One, although they charged in upwards of $ 7.95, to make payments online.

 

And, as far as secured cards, I heard good things about Public Savings Bank.
