You think I'll be good for the PSECU PSL/Visa and the NFCU cc? Given my stats

NFCU for sure. PSECU, I don't know, but probably. PSECU is a little more conservative than NFCU, but many here got their credit products w/o perfect credit.

Should I call to app or via online?

With Navy, it doesn't matter. They seldom, if ever, give an instant answer. Their apps usually need to be reviewed by a human. Sometimes they want to confirm info, like paystubs. Usually they will reply in a day or two via their online message.
