It would be illegal for them to allocate your payment to low interest balances before high interest ones.
Re the IRS: actually, they're quite friendly and you can make a payment arrangement online without talking to anyone for up to 50k. Since interest rates are so low their interest charge on payment arrangements is more reasonable than pretty much all CCs (except for 0% offers, but keep in mind that 3% up front can't be recouped while 6% over X can be if you pay faster than the arrangement was created for).

On the other hand, my friend Gerry Adams is searching for you, as he doesn't like being compared to the IRS....
What difference does it make to pay off the deferred promotional balance first? If u dont have the money to pay off the whole 3500+1k before the end of promotion period any way you will pay interest for the outstanding balance. I would say taking off the 1k balance frist would do you more good since you will have more time to find the rest of the amount to pay off the whole balance.
