There has been anecdotal evidence that repeated/long term high UTL may rebucket an individual though.

 

I remember a few posts from 2013-2014 ish pertaining to this in the Understanding FICO Scoring arena.

Didn't see it mentioned, but beyond the individual vs group utilization, keep in mind the number of cards showing a balance hits you as well. For example, I just took a 2 point hit for going from 2 cards with balance to 4.
